# Verified Construction Core v0.10 preview

This tracked, non-final preview contains **47 physical sites**
and **50 linked projects** in 25
countries. Every project retains a dated authoritative physical-status observation and an exact
reviewed geometry scope. Five project rows carry official boundaries; the remaining 45 are
explicit project or campus locators, never construction footprints by implication.

The three-row v0.10 delta adds Oracle Project Jupiter in Doña Ana County, CyrusOne FRA7 in
Frankfurt, and Colt London 4 in Hayes. Oracle uses a frozen exact-name OpenStreetMap polygon only
as a parent-campus locator. CyrusOne uses the Hessian FF7 L1 permit coordinate only as a project
locator. Colt uses a separately captured exact-name OpenStreetMap building only as a project
locator. None is an official boundary, parcel, complete campus, current-work extent, or imagery
verification. OSM and permit lifecycle or operator metadata do not create project lifecycle or
normalized-role claims.

Only Colt publishes a new project metric: planned 31 MW critical IT for London 4. CyrusOne's
campus-level 81 MW context and Oracle's campus-level 2,450 MW generation context and AI workload
are validated but excluded from project publication. The delta adds no normalized roles,
operating models, or workloads.

The artifact is deterministic and rebuildable in a clean clone from the 72 manifest-bound portable
inputs plus the frozen v0.9 artifact. Ignored v97, global-v3, and v14 payloads are optional complete
hydrated cross-checks, not build dependencies. All three v0.10 rows inherit the not-reviewed
imagery outcome and remain independent_imagery_verification=false.
