# Verified Construction Core v0.7 preview

This tracked, non-final preview contains **33 physical sites**
and **36 linked projects** in 23
countries. Every project retains a dated authoritative physical-status observation and an exact
reviewed geometry scope. Five project rows carry official boundaries; the remaining 31 are
explicit project or campus locators, never construction footprints by implication.

The seven-row v0.7 delta adds Colt PAR2, AWS Walqa, atNorth SWE02, Alto SP01, Teraco CT1,
Digital Edge SEL3, and Microsoft San Bovio. Colt uses an Etalab cadastral parcel as its official
project boundary. Walqa, SWE02, Alto, Teraco, and SEL3 use narrowly scoped official-source points.
SEL3 inherits only a shared-campus locator from adjacent SEL2. San Bovio uses a capture-replayed
OpenStreetMap former-industrial-site polygon only as a community-mapped campus locator.

Alto contributes three intended-only workloads and one intended-operator claim. AWS branding and
its campus operating model do not establish a project operator. Walqa's V57-S003 imagery verdict
remains a locally unsealed blind rejection and creates no construction, identity, geometry, role,
workload, capacity, or lifecycle claim.

The artifact is deterministic and rebuildable in a clean clone from the 41 manifest-bound portable
inputs plus the frozen v0.6 artifact. Ignored v97, global-v3, and v14 payloads are optional hydrated
cross-checks, not build dependencies. Missing power, energy, PUE, WUE, workloads, roles, operating
models, and development types remain explicit unknowns rather than zero.

This is not the final 100-site Verified Construction Core v1. Its final-release gates remain
unsatisfied and `publishable_as_final` is false.
