# Verified Construction Core v0.8 preview

This tracked, non-final preview contains **41 physical sites**
and **44 linked projects** in 25
countries. Every project retains a dated authoritative physical-status observation and an exact
reviewed geometry scope. Five project rows carry official boundaries; the remaining 39 are
explicit project or campus locators, never construction footprints by implication.

The eight-row v0.8 delta adds Digital Realty VIE13, ENKA EDS IST 01, Colt FRA3, Macquarie IC3
Super West Phase 1, Equinix MU4 Phase 3, CDC Laverton, Pure DC LON01 B2, and the Borealis
Blönduós expansion. VIE13 and IST 01 use direct first-party facility-page points as project
locators. Six frozen OpenStreetMap polygons are retained as contributor-mapped geometry: Colt's
named building is a project locator, while Macquarie, Equinix, CDC, Pure DC, and Borealis use
explicit parent-campus locators. None is an official boundary or current construction extent.

Digital Realty VIE13 retains a source-bound colocation operating model. CDC contributes one
intended operator claim. Borealis operator and utility strings remain explicit non-publication
decisions. ENKA identity context and Macquarie's parent-facility design PUE remain context-only;
campus capacity and PUE values are not promoted into project metrics. No v0.8 workload is added.

The artifact is deterministic and rebuildable in a clean clone from the 57 manifest-bound portable
inputs plus the frozen v0.7 artifact. Ignored v97, global-v3, and v14 payloads are optional hydrated
cross-checks, not build dependencies. All eight v0.8 rows inherit the not-reviewed imagery outcome
and remain `independent_imagery_verification=false`.

This is not the final 100-site Verified Construction Core v1. Its final-release gates remain
unsatisfied and `publishable_as_final` is false.
