# Verified Construction Core v0.9 preview

This tracked, non-final preview contains **44 physical sites**
and **47 linked projects** in 25
countries. Every project retains a dated authoritative physical-status observation and an exact
reviewed geometry scope. Five project rows carry official boundaries; the remaining 42 are
explicit project or campus locators, never construction footprints by implication.

The three-row v0.9 delta adds CDC Marsden Park, Digital Realty 330 East Cermak, and the NTT FRA1
7.3 MW expansion. CDC and NTT use explicit campus locators. Cermak uses the selected OpenStreetMap
330 East Cermak building as a project locator; the City of Chicago building record is retained only
as identity context and the separate 350 East Cermak objects remain rejected. OpenStreetMap and
City lifecycle tags do not create or alter project lifecycle claims.

Marsden Park publishes no 504 MW or 1 GW capacity claim and retains only the intended CDC operator
binding. NTT publishes one planned 7.3 MW project-scoped critical-IT observation. Its 70.1 MW and
77.4 MW campus values remain non-additive context, while the 120 MVA electrical figure remains
untyped. No v0.9 workload is added.

The artifact is deterministic and rebuildable in a clean clone from the 66 manifest-bound portable
inputs plus the frozen v0.8 artifact. Ignored v97, global-v3, and v14 payloads are optional hydrated
cross-checks, not build dependencies. All three v0.9 rows inherit the not-reviewed imagery outcome
and remain `independent_imagery_verification=false`.
