The first sessions at positions 18 (a2f4ea6d0257cbe91) and 20 (aaca7b4ac110d50f8) stopped with the harness message 'You've hit your session limit' before returning any output and are recorded as aborted. The first comparator session (ac2c621353320eb20) stopped at the same limit within a second of starting (16:56:21Z-16:56:22Z), with no tool call; it is not a reviewer session. The workflow resumed at about 20:45Z. The prompts for positions 18 and 20 gained a ROBOTS UPDATE paragraph (robots.txt rules captured that day and a note that a previous attempt had been interrupted). Because the resume mechanism replays only the unchanged prefix of agent calls, every later call ran again: positions 18, 19 and 20 and the comparator. The comparator found that, apart from that paragraph, all 23 blind-session prompts are one template carrying only the four blind inputs, the position number and the output directory. The reruns of 18 and 20 and the second position-19 session reused files left by the earlier attempts at the same position in their own output directories, and the counted reruns cite captures the aborted attempts made with capture.mjs: position 18's evidence items 0 and 3 and position 20's evidence item 3 (numbered from 0; see their abort_notes).","Duplicate-session rule: position 19 has two completed blind sessions. A rule written down at 2026-10-09T20:49:22Z, before any comparison of position 19 against Atlas data, fixed that the review completed in the first session (a2ce1e870b9cbdc56, started 16:42:48Z, returned 16:55:36Z) is counted, and that the second session's review (a2c8a7741942b6ebd) is kept and disclosed as a duplicate and not counted, whatever either one says (rule file SHA-256 14cdaa08fcc2c2cc4ce0d3efcf3e926b3b129eb3bfa29f8c2ae4d9ec133fc81e). The orchestration transcripts show that this record's schema was first specified at 20:50Z on 2026-10-09, after the first run's outputs existed, and that the builder's counted-session rule (BLIND_REVIEW_COUNTED_SESSION_RULE) was written at 22:20Z, after every blind session and the comparator (which returned at 21:42:57Z) had finished. The rule is outcome-neutral here: position 19's two sessions agree, and positions 18 and 20 each have only one completed session. The comparator's task text carried the second session's output; the comparator counted the first, as the rule requires. Both sessions returned under_construction_in_window with points about 1.7 m apart, so the outcome is the same whichever is counted.","Passive exposure: the session context the harness injected into every session included the Atlas repository's git status and recent commit titles, so reviewers saw repository file names, mostly untracked sources/ files. One, sources/research-expansion-200-regions-round8-sumare-authority-successor-2026-09-08.json, names Sumaré, another Ascenty campus related to position 1's operator. None reveals a sampled project's Atlas status, date, source or coordinate. 19 of the 21 completed sessions mention this in their attestations (all but positions 7 and 11), each saying it did not open or use those files, and the comparator's audit of every tool call found no read of them.","Shared search budget: the sessions drew on a shared WebSearch budget, and 14 of the 20 counted sessions report that it ran out early or was unavailable (positions 1, 3, 4, 6, 9, 10, 11, 12, 13, 14, 15, 16, 17, 19). Those reviewers fell back on first-party sites, registers and publisher listings. The two disagreements, positions 10 and 17, are among them, so their unable_to_verify determinations may reflect search capacity rather than an Atlas error; the versioned reviews of those rows address that.","Robots compliance (not leakage): reviewer 12's location rests on the Geofabrik extract louisiana-261008.osm.pbf, downloaded at about 16:41Z on 2026-10-09; the orchestrator later recorded that download.geofabrik.de/robots.txt began disallowing *.osm.pbf for all agents at about 16:15Z that day (it had returned HTTP 404 earlier), and its robots capture at 20:44Z confirms the disallow. The reviewer did not check that robots.txt first; just before the download it also sent HEAD requests for louisiana-latest.osm.pbf and louisiana-261008.osm.pbf and fetched louisiana-261008.osm.pbf.md5, and *.md5 is disallowed too. Reviewer 12 also fetched one robots-disallowed openstreetmap.org /way/ page (/way/1545345944) once, then deleted that capture and did not use it, as its attestation says. Reviewer 10 queried public Overpass API instances, mainly the maps.mail.ru mirror, after overpass-api.de answered its robots.txt request with HTTP 406 and a query with HTTP 504; it found no qualifying feature and returned unable_to_locate. Reviewer 19 read the robots.txt of the Northumberland planning portal (publicaccess.northumberland.gov.uk), which disallows all paths for all agents, at 16:44:46Z, five seconds after its first request there, and then kept using the portal (searches, result pages, application pages and documents), including for its evidence items 0 to 3 and its location capture; its evidence item 4 is QTS's own campus page. Its sources_searched says so ('The portal's robots.txt disallows all, so I made a limited number of targeted requests only.'), and the later duplicate session at position 19 used the portal too. The aborted first attempt at position 20 sent HEAD requests for lithuania-latest.osm.pbf, lithuania-latest-free.shp.zip and lithuania-261008.osm.pbf to download.geofabrik.de between 16:48:02Z and 16:48:33Z, after the disallow (its own robots.txt request at 16:48:04Z was answered with a redirect, not the rules), and downloaded no extract. The versioned review of position 17 adds that its reviewer used publishers' own WordPress site searches, including NeoFeed's, whose robots.txt disallows /?s=* and /wp-json; no NeoFeed capture was kept, so whether a disallowed path was used cannot be checked. These items come from the comparator's audit, the versioned reviews and a later check of the transcripts on points raised in review; the robots rules of every host the reviewers queried were not audited. None of this changes a determination, a point or the pre-registered computation, and the gate fails either way.","Evidence independence: many reviewers reached the same public primary sources the Atlas cites; the comparator lists positions 1, 9, 11, 14, 15, 16, 18 and 20 for status and 4, 12, 14, 15, 17 and 19 for location. This is expected convergence on primary sources, not leakage, but where it occurs location agreement is a reproducibility check of the Atlas locator rather than an independent confirmation, and construction agreement rests on the same status source. Of the captures the counted reviews cite, these were not made with capture.mjs: position 12's evidence items 0, 3 and 6 (SEC EDGAR filings), fetched with curl and a declared User-Agent that names the account holder and includes a contact e-mail address, after capture.mjs received HTTP 403 (its capture metadata cites SEC's fair-access policy, which requires a declared User-Agent; the session context had asked agents not to send that address in request headers, and the reviewer's output does not mention the route); position 12's location source, the Geofabrik extract, fetched with curl and the User-Agent 'Mozilla/5.0 research'; and position 19's evidence items 0 to 3 and its location capture, fetched from the Northumberland planning portal with curl, a desktop-browser User-Agent string, the portal's anonymous public-access session cookie and a referer, after capture.mjs received HTTP 404 for its document URLs (the counted session's output does not mention the route; the later duplicate session's output does). The reviewers wrote those capture metadata files themselves, and the hashes cited for these captures match the saved files. Position 15's browser-session JSON captures and position 12's extracted location JSON are disclosed below. None of this changes a value.","Structural weakness: the blind sessions shared one session scratchpad with the orchestrator, which held Atlas working material. The comparator's audit found no blind-session reference to any of it. No row falls in the 1,000-3,000 m band, so no adjudication was made.
