Summary
In a letter dated 17 September 2026 (posted to the EPA's LEAP site on 18 September) An Coimisiún Pleanála answered the EPA's 4 September consultation on industrial emissions licence application P1239-01, identifying its case ABP-307546-20 (Meath County Council RA191593) as the construction of four two-storey data storage buildings, a single-storey storage centre, a single-storey MV operations building and a two-storey office building at Bracetown & Gunnocks, to the north of Clonee, and referring the Agency to the Commission Order. This dated government record identifies the project and supports announced status as of 17 September 2026. The Board Order signed on 5 July 2021 granted permission for 10 years and the applicant states that legal challenges were dismissed, but the in-window letter does not itself restate the grant or its current effect, so permitted status is not asserted. The applicant's May 2026 filings describe the site as greenfield agricultural land and estimate Phase 1 (DC1 and DC3) ready for operation in Q3/Q4 2028, a forecast that is not used. No site works, construction, completion or operation is claimed. evidence

The Agency finds the application (received 29 June 2026) not yet compliant and requests updated air dispersion modelling with representative background concentrations, a demonstration that the BAT-associated emission levels can be met by all generators in Phase 1, Phase 2 and Phase 3, noise assessment using standard limits for continuous back-up generator operation, climate information per phase, and details of any national grid connection or offer and of the grid supply per phase. evidence

On behalf of the applicant, the agent explains that site notices at the Sdc-En Meath I Limited site at Bracetown & Gunnocks, to the north of Clonee (Irish Grid Reference E 302899, N 243140), erected on 16 June 2026, were removed early on 21 July 2026 and re-erected on 11 August 2026; the reproduced notices state that SDC-EN Meath I Limited (company no. 650645) applies for an industrial emissions licence for the installation at that grid reference, class 2.1. evidence

SDC-EN Meath I Limited applies for an IE licence for its data storage facility at Bracetown & Gunnocks, to the north of Clonee (licence area c. 22.8 ha), replacing an application of 11 November 2025 withdrawn after changes to the phasing. Phase 1 would operate data centres DC1 and DC3 before grid connection, powered by 36 continuous-rated temporary power generation (TPG) generators at the DC2 and DC4 locations, with 18 back-up generators at each data centre; Phase 2 connects DC1 and DC3 to the grid; Phase 3 builds DC2 and DC4, giving four data centres and 72 back-up generators (combined thermal input 543.64 MWth in Phases 1-2 and 577.84 MWth in Phase 3). It states that the development of four data centres received final grant from Meath County Council (RA/191593, 17 June 2020) and An Bord Pleanála (ABP-307546, stated as 24 June 2021), that legal challenges have been dismissed, and that Meath County Council declared the temporary TPG use exempt in September 2025 and June 2026. Its timeline estimates Phase 1 'ready for operational commencement' in Q3/Q4 2028. evidence

The operational report describes the site at Bracetown & Gunnocks, to the north of Clonee, as currently agricultural land zoned for development and a large greenfield area, with the existing Meta ICT facility nearby; it repeats the three-phase description, the RA/191593 planning description (four two-storey data storage buildings to be constructed in a minimum of four phases) and the Q3/Q4 2028 Phase 1 estimate. evidence

The Order decides appeals by An Taisce, EngineNode Limited and others against Meath County Council's decision of 17 June 2020 to grant permission to EngineNode Limited for development to be constructed in a minimum of four phases: four two-storey data storage buildings with a combined gross floor area of c. 92,172 sq m, a single-storey energy centre of c. 8,906 sq m, a one-storey MV operations building and EngineNode two-storey offices, each data storage building with 18 back-up generator flues 21.5 m high. The Board granted permission subject to conditions; condition 2 states that the permission shall be for a period of 10 years from the date of the Order. evidence

- Precision scope
- Site-centre point of the EPA licence-application installation P1239-01 (four data storage buildings DC1-DC4 with their generator areas, licence area c. 22.8 ha) at Bracetown and Gunnocks north of Clonee, from the register's National Grid Reference N243140 E302899 (the same values as the application form and the applicant's 11 August 2026 letter), read as TM75 / Irish Grid and transformed to WGS84. It locates the planned campus as a whole, not an individual building, a footprint, an entrance or the boundary; the substation within the wider planning boundary is outside the licence area.
- Horizontal uncertainty
Not reported
The register gives a single site-centre grid reference at 1 m resolution with no stated survey accuracy for a c. 22.8 ha licence area; the offset to any building is unknown. The TM75-to-WGS84 operation is rated at 1 m; the alternative operation moves the point 2.2 m. The independent ITM coordinate agrees to 0.6 m but derives from the same application. Decimal places are arithmetic precision.

A locator places the site on the map. It is not a building footprint, a construction extent or a surveyed boundary unless the use scope is an official boundary, and even then it is a parcel or permit boundary.
