On 24 October 2026 CSCEC reported that Phase 1 of the Envision Ulanqab Zero-Carbon AI Computing Industrial Park (远景乌兰察布零碳人工智能算力产业园（一期）项目) in the Chahar High-Tech Development Zone, built by its subsidiary China Construction Third Engineering Bureau, is advancing and currently in its construction-finishing stage, with the remaining finishing and commissioning work still to be completed. Completion, commissioning completion and operation are not established; no capacity is asserted. Phase 2 (planned) and the separately reported Phase 3 are not part of this project. evidence

Approval decision 内环表〔2026〕15号, dated 2 February 2026 and published with the approval-result publicity of 10 February 2026 (local nmg-envision-p1-220kv-approval-0210.html), addressed to Envision (Ulanqab) Technology Development Co., Ltd. It approves in principle a new 220 kV substation (2 x 160 MVA, three 220 kV bays) located in the Envision Ulanqab Zero-Carbon AI Computing Industrial Park Phase 1 supporting works at Yiwutang Industrial Park, Chahar High-Tech Development Zone, Ulanqab, and delegates construction-period supervision to the Ulanqab Ecology and Environment Bureau. Locates the Phase 1 park through on-campus support infrastructure; not a data-centre building footprint, parcel centroid, entrance or construction extent. On the report's map the park extends up to about 600 m south and 400 m east of the point.
