The Environment Agency's compliance assessment report VP3225SC/0605191, issued 17 August 2026, records a site inspection and liaison meeting on 11 August 2026 at Vantage LHR21, 37-39 North Acton Road (permit EPR/VP3225SC, holder VDC LHR21 Limited), held 'for the commissioning of the site which was still under construction'. The officer saw an external engine ready for craning, engine containers with empty bays and some fuel pipework still under construction and blanked off; of the belly tanks for generators 5 to 8 only generator 5's was in use. This dated first-hand regulator observation supports under-construction status as of 11 August 2026 for the LHR21 data centre and its permitted standby plant. Commissioning was under way, and final commissioning is expected in Q1 2027 (a forecast, not a stage). Vantage's September 2025 statement that LHR2 would open at the end of that month was a target, not an observation; its current London II page still describes the campus as under development. The Datahub record of OPDC outline permission 20/0122/OUTOPDC (validated 4 November 2020, approved 27 September 2022) at 37-39 North Acton Road, NW10 6PF, for demolition and redevelopment to comprise a data centre (Use Class B8) of up to 25,000 sq m gross external with ancillary offices, internal plant and equipment including flues, and a substation, plus external plant, fuel storage and servicing areas. The Datahub's record of the reserved matters approval 22/0142/REMOPDC (25 January 2023) gives an actual commencement date of 4 April 2023, and OPDC's later records at the same UPRN (12117226) include a pending partial discharge of the noise-testing-results condition (26/0135/AODOPDC, validated 20 August 2026). evidence
