Summary
An October 10 design tender proposes converting and strengthening the existing Jindianyun Shanghai building at 1581 Zhenguang Road into the People’s Bank of China’s same-city data centre. The plan includes about 650 cabinets with 6 kW general-compute and 25 kW AI cabinet types, plus auxiliary and outdoor support facilities. Lower floors would contain machine rooms and support areas; upper floors would support operations. This records an announced retrofit, with no achieved construction or opening date established. evidence

The district archive’s account of 2013 identifies Shanghai Bill Clearing Centre at 1581 Zhenguang Road. This historical name links the community-mapped host building to the address specified by the current design tender. The archive does not establish the 2026 data-centre project’s status or a current corporate ownership relationship. evidence

- Precision scope
- Representative point inside the community-mapped Shanghai Bill Clearing Centre building at the project’s host property. It is a host-property locator for the proposed Jindianyun/PBOC retrofit, not an official surveyed parcel, campus boundary, data-hall footprint, construction boundary or entrance.
- Horizontal uncertainty
Not reported
The community map supplies no measured positional accuracy or verified displacement to future machine rooms. Decimal precision is not survey accuracy.

A locator places the site on the map. It is not a building footprint, a construction extent or a surveyed boundary unless the use scope is an official boundary, and even then it is a parcel or permit boundary.
