Summary
Saudi developer DataVolt plans a 1.5 GW AI data centre campus at Oxagon, NEOM's industrial city on the Red Sea coast, on land leased from Oxagon. Under the February 2025 agreement DataVolt committed an initial USD 5 billion to the first phase, which is meant to run on renewable power. In August 2026 DataVolt and HUMAIN broke ground on a jointly developed 100 MW block within a 360 MW first phase, with the first 100 MW expected in service in 2028. Semafor reported in September 2026 that the initial facility would cost about USD 1 billion, and DataVolt's chief executive said the compute would be sold to customers abroad.

DataVolt's 21 October 2026 release on the HUMAIN-DataVolt-Nebius framework for the Oxagon AI campus describes the initial 100 MW, part of the first phase's planned 360 MW, as currently under construction. The status stays under construction with a newer observation date. Nebius's up-to-50 MW offtake is a preliminary framework, and operation from Q4 2027 is a forecast; no completion or operation of any part of the campus is established, and the planned 1.5 GW total is not under construction. evidence
