Summary

On 13 October 2026 Beijing Urban Construction Group, whose No.2 Company builds CIDC's Ulanqab cluster, reported that the Jing-Meng Green Computing Industrial Park D-zone (530 mu; construction started March 2025) is racing toward its completion and handover target, with interiors and equipment installed as prefabricated modular cabins after the main structure. Completion, handover and operation are not established; the cluster-wide 800 MW IT figure is not attributed to the D-zone. The operating zones A-C base is the separate existing Atlas site. evidence

Under construction last observed as of · Authoritative status update

Approval decision 内环表〔2025〕281号, dated 9 October 2025 and published with the approval-result publicity of 16 October 2025 (local nmg-cidc-jingmeng-p2-220kv-approval-1016.html), addressed to CIDC (Ulanqab) Data Technology Co., Ltd. It approves in principle a new 220 kV substation (4 x 240 MVA, five 220 kV outlets) located inside the Jing-Meng Green Computing Industrial Park in Bayin Industrial Park, Chahar High-Tech Development Zone, Ulanqab. It approves ancillary grid works, not the data-centre buildings. evidence

Precision scope
EIA centre point of the Jing-Meng Phase 2 220 kV substation, which the report places inside the Phase 2 project area at its east edge (D9 compute centre to the west, open land to the east). Locates the D-zone park through on-campus support infrastructure; not a data-centre building footprint, parcel centroid, entrance or construction extent. The D-zone buildings extend up to roughly 500-600 m west and south-west of the point.
Horizontal uncertainty
Not reported

No datum or positional accuracy is stated, and the report prints no corner coordinates or graticule. The WGS84 reading rests on qualitative agreement with the report's neighbour statements, its Google Earth surroundings figure and an independent Esri export of unstated accuracy and date. The point marks the planned on-campus substation at the park's east edge, not the D-zone data-centre buildings, which extend several hundred metres west and south-west. Decimal places are transcription precision, not accuracy.

A locator places the site on the map. It is not a building footprint, a construction extent or a surveyed boundary unless the use scope is an official boundary, and even then it is a parcel or permit boundary.
