On September 30, 2026 the Shaoguan Natural Resources Bureau published China Mobile Guangdong's application for a construction-project planning permit for C and D data-centre buildings, a maintenance-support building and a switching station at parcel ZC0201A-15 (84,323.67 m2 requested). The two existing northern buildings are marked as built Phase 1. The notice does not establish an issued permit or physical works. evidence

The Shaoguan Natural Resources Bureau's September 30, 2026 notice sheet labels the campus's A and B data-centre buildings (4 storeys above ground, 1 below) and its No. 1 power centre as Phase 1 already built ('一期已建'). This supports completed building construction of the Phase 1 A/B buildings as of the notice date. It does not establish operation in the window: the municipal report of formal operation from June 11, 2025 is outside the 90-day window and is kept as context.
