The City of Mesa issued a Certificate of Occupancy on 29 September 2026 for permit PMT24-16556, "Red Hawk, Phase 2 - Building 2 Above Ground", the above-ground buildings and structures of Phase 2 at Google's Red Hawk data center campus (166,456 sq ft recorded on the permit). Phase 2 foundations and underground utilities were permitted separately under PMT24-07723, whose certificate of completion was recorded on 10 September 2026. The certificate establishes completion of the permitted Phase 2 building works only. Operation, IT capacity and tenancy are not established. evidence

The City of Mesa's public building-inspection records show city inspectors partially approving construction of the Red Hawk Phase 3 data hall building in October 2026: on its building permit PMT26-01256 ('Red Hawk, PH03 - New Build', a new 285,282 sq ft data hall building with mechanical and electrical yards) they recorded framing on 9 and 22 October, a miscellaneous inspection on 12 October, and drywall fire assembly and mechanical rough-in on 22 October 2026. Foundation inspections on its foundation permit PMT25-22348 (footing, stem wall, underground and pre-slab, foundations for a 284,497 sq ft data center building) continued through 22 October 2026. This records the Phase 3 building as under construction on 22 October 2026. The permit dataset returns the commercial and sign permits at 7232 E ELLIOT RD. 'Red Hawk, PH03 - New Build' (PMT26-01256, parcel 30405019M, issued 18 June 2026) is a 'New ground up 285,282 SF unlimited area data hall building' with mechanical and electrical yards whose foundation is permitted under PMT25-22348 ('CONFIDENTIAL - RED HAWK - PH03 Foundation', issued 9 February 2026, foundations for a 284,497 SF Data Center Building and supporting equipment and ancillary buildings). Phase 3 items issued in the window are ancillary: a private utility substation titled 'PH3' (PMT26-08686, 3 August 2026) and 'MSA3A, Break Tent - Fire Alarm' (PMT26-18608, 14 October 2026) for a temporary contractor dining tent. The campus permits name Google in 'Google Mesa (REDHAWK) Emergency Responder Radio Coverage System' (PMT25-02440), 'GOOGLE POR MESA' (PMT26-13414) and a sign permit installing GOOGLE lettering at the site entrances (PMT24-12148).
