China Telecom Cloud Computing Inner Mongolia Information Park (Horinger)

Summary

On 15 September 2026 the Horinger New Area approvals and government-services bureau stated that the China Telecom Cloud Computing Inner Mongolia Information Park recovers data-centre waste heat through water-source heat pumps, with a single machine building able to heat about 360,000 m2 of homes, which describes the park's data-centre buildings as currently operating. The record covers the park's existing operations as a whole; no opening date, capacity, rack count or building list is asserted, area-wide compute figures are not transferred, and the park's expansion works and its new third 220 kV substation are not described as complete. evidence

China Telecom Cloud Computing Inner Mongolia Information Park — existing data-centre operations

Operational last observed as of · Authoritative status update

Government news item (发布日期 2026-10-15) saying that the world's first Ascend 950DT 10,000-card pool has officially landed (正式落地) in the China Telecom Cloud Computing Inner Mongolia Information Park, as a China Telecom-Huawei intelligent-computing project rooted in the park's B12 intelligent computing centre, with deployment capability for a 30,000-card cluster. Used only as identity context that the park contains numbered data-centre buildings (B12); it does not clearly state that the cluster is in service and is not the status observation. evidence

Approval decision 内环表〔2026〕94号, dated 3 June 2026 and published with the approval-result publicity of 7 June 2026 (local nmg-ct-cloud-2025-220kv-approval-0607.html), addressed to China Telecom Corporation Limited Cloud Computing Inner Mongolia Branch. It approves in principle the new Telecom Cloud Computing 220 kV substation (6 x 180 MVA, two 220 kV bays) and two 220 kV cables (1.4 km) in Horinger New Area, and says station sewage goes to the park's sewer network. It approves ancillary grid works, not data-centre buildings. evidence

EIA centre point of the park's new (third) 220 kV substation, which the report places inside the information park's land red line at the south-east corner of its B-zone plot on the east section of Yunzhan Road. Locates the park through on-campus power infrastructure at its south side; not an operating data-centre building, entrance or parcel centroid. The park's data-centre buildings extend up to roughly 800 m west-north-west and 700 m north of the point.
Horizontal uncertainty
Not reported

No datum or positional accuracy is stated. The CGCS2000/WGS84 reading is supported by the report's own graticuled figure and its agreement with independent Esri imagery within about 6 m at two ground features (manual pixel picks against imagery of unstated accuracy and date). The point marks a planned on-campus substation at the park's south side, several hundred metres from most data-centre buildings. Decimal places are transcription precision, not accuracy.

A locator places the site on the map. It is not a building footprint, a construction extent or a surveyed boundary unless the use scope is an official boundary, and even then it is a parcel or permit boundary.
