Project Thunderbird West Campus (Enid, Oklahoma)

Summary
On 27 August 2026 the City of Enid received Plainsmen Holdings, LLC's application to rezone the Project Thunderbird West Campus western quarter, the SW/4 of Section 16, T22N, R6W (Indian Meridian), Garfield County, about 159 acres less a 183 by 187 ft excepted tract, from A Agricultural to I-3 Industrial (Heavy) for heavy industrial use 'which may include data center and associated support facilities', with no electric generating facility proposed on the property. It is one of three coordinated Project Thunderbird rezoning applications. The application is not a consent: the Planning Commission's 28 September recommendation is advisory, the City Commission decides on 27 October 2026, and the City states that no data-center site plan, intensive-use application or construction approval has been submitted, so no permit, site work or construction is established. evidence

Project Thunderbird West Campus — proposed data center on the western tract (rezoning A to I-3)
Announced last observed as of · Project announcement
Plainsmen Holdings, LLC announced plans to develop Project Thunderbird, 'a data center and power corridor infrastructure initiative' in Enid and Garfield County. The proposed development encompasses approximately 1,735 acres across four campuses in Enid and includes plans for an on-site power generation facility of up to 3.3 gigawatts through a partnership with an unnamed natural gas midstream provider; the project would use raw water from the Kaw Lake Pipeline and closed-loop cooling. A related Patriot Utility District would provide backup power and fiber for Vance Air Force Base. The release says further details will be announced; it names no campus tract, IT capacity, operator or schedule. evidence

Agenda items 10 and 11: a public hearing and action on the request by Plainsmen Holdings, LLC, with authorisation from the property owner Two Boots Land and Cattle, LLC, to rezone the property with Parcel ID 0000-16-22N-06W-3-100-00 (SW/4 of Section 16, T22N, R6W, less the 183 by 187 ft southwest-corner tract) from 'A' Agriculture to 'I-3' Industrial (Heavy). Items 8-9 cover the North Campus (Parcel IDs 0000-23-23N-06W-1/2/3/4-100-00, Section 23, T23N, R6W) and items 12-13 the S/2 SE/4 of Section 16 (I-2). The accompanying Envision Enid comprehensive-plan amendment designates the North Campus and the western West Campus tract (about 160 acres in the SW/4 of Section 16) as Major Industrial Production, which may accommodate data centers, and states that the eastern West Campus transition tract does not support a data center or electric-generating facility; it states that the amendment approves no intensive use, site plan or construction. evidence

The City's information page for the rezoning applications 'for the area the applicant calls Project Thunderbird', under the heading 'Data centers and development'. Plainsmen Holdings, LLC submitted three rezoning applications on 27 August 2026 (North Campus A to I-3; West Campus western quarter A to I-3; West Campus southern eighth of eastern quarter A to I-2). The Metropolitan Area Planning Commission held its public hearing on 28 September 2026 and recommended approval; the City Commission hearing was moved from 6 October to a special meeting on 27 October 2026, when the Commission may approve, deny or continue each application. The City states that a zoning decision does not authorise building or operating a data center, that no data-center site plan, intensive-use application or construction approval has been submitted, and that the City is not the developer, owner or operator. evidence

- Centroid of Garfield County parcel 0000-16-22N-06W-3-100-00 (the SW/4 of Section 16, T22N, R6W less the 183 by 187 ft southwest-corner tract; 158.77 geodesic acres, about 0.81 by 0.81 km), from the City of Enid's GC_Parcels service. It locates the West Campus western rezoning tract, not a data-centre building, a site plan or any works, and excludes the I-2 transition tract to the east.
- Horizontal uncertainty
Not reported
County parcel polygons carry no published positional accuracy; the centroid represents a quarter-section tract about 0.81 km across, and no building position has been proposed.

A locator places the site on the map. It is not a building footprint, a construction extent or a surveyed boundary unless the use scope is an official boundary, and even then it is a parcel or permit boundary.
