Vantage Lighthouse Port Washington Data Center Campus
Under construction
United States · 1 project · Last reported
Summary
Vantage Data Centers is building Lighthouse, a four-building campus on 672 acres on Port Washington's north side in Wisconsin, for Oracle and OpenAI under the Stargate program. OpenAI, Oracle and Vantage announced it as a Stargate site in October 2025, with close to 1 GW of capacity and completion targeted for 2028. Vantage now lists 902 MW, while local reporting and analyst Epoch AI cite 1.3 GW. The investment is reported at about $15 billion. Two buildings had topped out by mid-2026. We Energies supplies power; an Oracle subsidiary sued state regulators in June 2026 over financial-security rules, and in October 2026 We Energies proposed an Oracle share of nuclear output, pending approval.
Source record as of 2026-09-11 · Details and sources
Vantage's Lighthouse campus construction-updates page, in its version modified on 19 October 2026 and headed 'October Summary', says: 'The campus includes four single-story data center buildings. Two data center buildings are fully enclosed and have transitioned to the interior construction phase. The remaining two buildings continue through the structural construction phase, with crews actively installing building frameworks.' It also gives the data-centre campus construction hours and construction-traffic advisories on County Road LL. This records the four-building Port Washington campus as under construction on 19 October 2026. It does not establish the completion, commissioning or operation of any building, and the enclosed buildings' interior work is not treated as completion of the campus. evidence

Capacity figures differ by source and basis: close to 1 GW at announcement, 902 MW on Vantage's site, 1.3 GW of power in local reporting, and a 1.3 GW facility-power projection from analyst Epoch AI that is not a company disclosure. Reported investment rose from at least $8 billion in August 2025 to about $15 billion by mid-2026. Related-story headlines on news pages suggest Oracle later dropped its lawsuit, but no article opened here reports that.

ATC, the transmission owner, says it has filed a revised application with the Public Service Commission of Wisconsin (PSCW) for approval of the Ozaukee County Distribution Interconnection Project, which it says is 'needed to support increased electric load in the Port Washington area'. The release states that 'The customer at the Lighthouse campus is committed to paying its own way when it comes to the energy needed to power its facilities' and to fully funding the cost of the transmission infrastructure built to serve it. ATC first applied in September 2025; after the PSCW revoked the completeness determination for that application, ATC prepared the revised application, which designates the South East route as preferred in the southern portion, removes the east-west route through the towns of Trenton and Saukville, adds an E-STATCOM next to the proposed Decker Substation and includes up to five new substations with new and rebuilt power lines across Calumet, Fond du Lac, Manitowoc, Sheboygan, Ozaukee and Washington counties. After the PSCW finds the application complete it will announce public-comment opportunities; the project also needs Wisconsin DNR review. The grid works are proposed and unapproved. evidence

Project status: 'Filed a revised application with the Public Service Commission of Wisconsin in September 2026.' Project need: 'The proposed project will support growing electric demand in the region, including the Port Washington data center project'. The PSCW docket is 137-CE-229. The southern portion would build two new dual-circuit 345-kV power lines connecting the proposed Decker Substation in Port Washington to the existing system and rebuild lines between the proposed Mullet River Junction (Sheboygan County) and Cedar Creek Junction (Washington County) substations; the northern portion would build a 345-kV connection from Forest Junction (Calumet County) to the proposed Sheboygan River Substation (Fond du Lac County); the Decker, Sheboygan River, Mullet River Junction and Cedar Creek Junction substations (and Adell, if the South East route is chosen) would be built. Milestones: approval 'TBD'; construction anticipated 31 days after the PSCW's written order; in service about 17 months after construction begins (forecasts). Oracle, the campus customer, says it is 'partnering closely with American Transmission Co. on its revised certificate of public convenience and necessity application for the Ozaukee County Distribution Interconnection Project', that it is 'committed to paying 100 percent of our energy costs' under the PSCW's VLC (very large customer) tariff approval order, and that 'More than 50 percent of the power capacity to serve the campus will come from carbon-free energy such as wind, solar, and batteries', with the rest matched by renewable purchases. It repeats Project Lighthouse's expected economic impact and job figures and says 'Our commitment to completing Project Lighthouse remains unchanged.' No capacity, energisation date or construction stage is given. evidence
