Summary
On 20 October 2026 the Shapotou District Branch of the Zhongwei Market Supervision Administration reported that its Xuanhe office, serving workers on the key data-centre projects under construction in Xuanhe (数据中心重点在建项目), had contacted the China Mobile, CIDC (中金) and Zhonglian project leaders and guided the building of construction-site canteens, and would keep supervising canteens at projects under construction. In Xuanhe Town the CIDC project is the CIDC Zhongwei Green Intelligent Computing Industrial Base, whose March 2026 substation EIA already described the base as under construction. The record names no phase or building: it supports construction of the Phases 1-2 development as a whole, not the stage of any compute centre, and no completion or operation is established. evidence

- EIA centre point of the base's own Phases 1-2 330 kV substation, which the report places inside the CIDC Xuanhe base site with base land to its north and west. Locates the base through on-campus support infrastructure, in the south-east part of the Phase 1 site; not a compute-centre footprint, parcel centroid, entrance or construction extent. The Phase 1 site extends up to about 500 m from the point and Phase 2 land lies beyond it.

The WGS84 reading is supported by agreement within about 25 m with the official Phase 1 board placed on the registered detailed plan (itself about 5 m RMS image-to-image against imagery of unstated accuracy), by the report's own station-centre and station-boundary monitoring coordinates and by the official gate labels; the 2025 imagery predates construction, so no direct imagery check was possible. Estimated within roughly 60 m of the substation centre, but because the special assessment also prints a conflicting centre about 190 m north-west (inside the same block), an error of up to about 200 m cannot be excluded. Decimal places are transcription precision, not accuracy.
