Summary
Crusoe and Tallgrass announced in July 2025 an AI data center campus in southeast Wyoming, starting at 1.8 GW and designed to scale to 10 GW, powered mainly by natural gas from Tallgrass's Wyoming assets and sited near Tallgrass's CO2 sequestration hub. Analyst Cleanview identifies it as Project Jade in Laramie County outside Cheyenne and reports a 900 MW fuel cell air permit application, county approval of the Switchgrass Industrial Park, unanimous site plan approval in January 2026, and phase 1 on-site generation since raised to 2.7 GW. Cleanview gives targets of early 2026 for construction and Q2 2027 for first energization. No tenant has been named.
Source record as of 2025-07-24 · Details and sources
On 8 July 2026 the Laramie County Board of Commissioners stated that the data-center development previously known as Project Jade, now Project Tembo, had received governing-body approvals for a zone change to the Switchgrass Industrial Park PUD and for its Commercial Site Plan; the county's Legistar record shows the Board granted the Project Jade site plan permit with conditions on 6 January 2026 (file 26-023). Crusoe has since withdrawn, and Google (d.b.a. Jupiter Star Holdings, LLC) has re-submitted a smaller Site Plan Revision (four buildings and 3,080,000 sq ft instead of five and 4,025,500 sq ft) that the county will process administratively. This supports permitted status for the data-centre development. No building permit, site works or construction of the data centre is established; the Tallgrass power hub works are a separate scope. evidence

Power supply
| Type | Description | Sources |
|---|---|---|
| Natural gas onsite | On-site gas generation drawing on Tallgrass's Wyoming natural gas assets, with roughly 1.8 GW of turbines reported by analyst Cleanview. Tallgrass separately announced a Cheyenne Power Hub (about 1,150 MW in phase 1, over $7 billion) for an unnamed data center in the same industrial park. | Tallgrass; Cleanview; Tallgrass |
| Fuel cell | Bloom Energy solid oxide fuel cells of up to 900 MW, per a state air quality application summarized by analyst Cleanview rather than a company disclosure. | Cleanview |
| Other | Future regional renewable projects are expected to supplement gas, and the site's proximity to Tallgrass's CO2 sequestration hub is meant to allow carbon capture. | Tallgrass |
Linking the Cheyenne Power Hub to this campus rests on analyst Cleanview naming the hub as the project's power facility and listing the Switchgrass Industrial Park approval in its timeline; neither Tallgrass release opened here ties the two explicitly. Cleanview's figures and dates are analyst reporting, not company disclosures. No source confirming that data center construction has started was found, so status remains announced.
